What is a secondary plan?

    A secondary plan builds on the policies in the City’s Official Plan to guide the development or redevelopment of a specific geographic area. It contains more detailed policies than the policies in the Official Plan. and include policies for:

    • how the land will be used, 
    • what transportation types and services would be included, 
    • what municipal servicing (e.g., water and wastewater) are provided to the community and businesses located in the area, 
    • what community services might be provided nearby, as well as
    • considering any specific environmental concerns the area may have.

    Why is a new Secondary Plan for Markville community needed?

    The City of Markham’s 2014 Official Plan identifies the need for a new Secondary Plan for Markville to ensure growth and development contribute to a vibrant, mixed use, active and complete community. 


    What area does the Markville Secondary Plan cover or include?

    The Markville Secondary Plan Area is centrally located in the City’s urban area and is approximately 110 hectares. The study area for the secondary plan consists of the existing Markville Secondary Plan area and the Bullock Drive Employment Area. The secondary plan area boundary includes all of the lands identified in the Markville Key Development Area extending northward to the Canadian National Railway line north of Bullock Drive. The boundary extends just beyond Bullock Drive to the west, and just beyond Laidlaw Boulevard to the east. For details, refer to the map on the main page. 


    What is a Key Development Area?

    Key development areas are intensification areas in Markham where rapid transit services intersect with major nodes of retail and commercial development. It is also where opportunities exist for redevelopment of large land parcels that support new public streets and mixed-use development. 

    What is an Employment Area?

    The Markville Secondary Plan Study Area includes the Bullock Drive Employment Area, which is protected for employment uses, and is designated as an employment area in the Regional Council adopted York Regional Official Plan. The intent of including the Bullock Drive Employment Area in the study is to review the status of the employment area, to provide recommendations to ensure the ongoing viability of the area for employment purposes, and for improving connections to the other uses in the Secondary Plan. 

    What is the study process?

    The Study will be carried out in multiple phases, and is currently in Phase 2: Background Review, Data Collection and Assessment, as outlined below.
