The City of Markham is updating the Secondary Plan for Milliken Centre.
What are we doing and why?
The City of Markham's Official Plan 2014 identifies the need for an update to the Main Street Milliken Secondary Plan (OPA#144), and to establish an expanded secondary plan boundary to ensure future development in the area is planned in a comprehensive manner.
The intent of the secondary plan update is to guide development in the Milliken Centre Secondary Plan study area and to provide detailed direction on land use, infrastructure, transportation, community services and environment beyond the general policies provided for in the Official Plan.
The study area is approximately 73 hectares and the official plan identifies the area as a Local Centre, which are intensification areas and neighbourhood focal points supported by transit that can accommodate a range and mix of housing, shopping, employment, recreation opportunities, and personal and human services, with appropriate forms and scale that complement the surrounding community. Key landmarks within the area include the Pacific Mall, Kennedy Corners and 3 properties designated under the Ontario Heritage Act and 6 listed heritage properties on the City’s Register of Property of Cultural Heritage Value or Interest. A portion of the study area is also within the Milliken Go Major Transit Station Area boundary.
Council Adoption of the Milliken Centre Secondary Plan
On July 17, 2024, Markham Council adopted Official Plan Amendment (OPA 56) to incorporate the Milliken Centre Secondary Plan into the City of Markham Official Plan, 2014. A copy of the Memorandum to Council and the adopted Secondary Plan is provided below.

The Secondary Plan has been forward to the Ministry of Municipal Affairs and Housing for Approval.
Public Meeting Notice
You are invited to attend a public meeting to be held by the City of Markham's Development Services Committee to consider a City initiated Official Plan Amendment to update policies in the 2014 Markham Official Plan.

Purpose and Effect of Proposed Amendment
The draft Official Plan Amendment is to amend the 2014 Markham Official Plan and update policies to implement the Milliken Centre Secondary Plan to guide growth and development, fulfilling the requirements of Section 9.15 of the Official Plan.
The Milliken Centre Secondary Plan establishes a comprehensive policy framework to support the development of a vibrant, mixed use, transit oriented, complete community that will add three new public parks, a new elementary school, and a comprehensive transportation system that emphasize walking, cycling and transit. The secondary plan area is planned to accommodate a minimum of approximately 17,000 -19,000 residents and 4,800 jobs at build out
