Project Overview
The City of Markham will commence the construction of the Rouge Valley Trail Phase 4B from the east side of Tomlinson Park to west of Donald Cousens Parkway in August 2026 with anticipated construction completion in December 2027.
Rouge Valley Trail (RVT) Phase 4B is a 1.5-kilometer multi-use trail segment that will complete a critical missing link by extending the trail network from 14th Avenue to Donald Cousens Parkway, including a new 53-meter pedestrian bridge spanning the Rouge River, closing the south segment gap in a corridor that, when fully built, forms approximately 12 km of connected walking and cycling routes across multiple Markham communities. This phase strengthens seamless connections between neighbourhoods, Main Street/heritage districts, major parks (Toogood Pond, Milne Dam), and the City’s broader active transportation network with a view toward improved access to Rouge National Urban Park.

Scope of Work
Construction of the Rouge Valley Trail Phase 4B includes approximately 1,520 metres of trail construction, a pedestrian bridge over the Rouge River, as well as a 253-metre boardwalk.
Site investigation activities, including hydro vacuuming around existing trees and site preparation work, are underway as of July 2026 in advance of the main construction activities.
Work Location
East of Tomlinson Park to West of Donald Cousens Parkway
Traffic Impact
Minimal traffic impacts primarily from unloading and loading equipment/materials may occur. Traffic management measures, including traffic control, will be implemented as needed.
What To Expect During Construction?
You may experience minor traffic delays, noise, and other inconveniences. The City will make proactive efforts to reduce the impacts. We appreciate your patience.
The City will not be responsible for damage to any privately owned items on City property.
Work Hours
Work will take place from 7:00 a.m. to 7:00 p.m., Monday to Friday, with work after hours and on weekends as required.
Road, Sidewalk, and Trail Access
In order to complete the work in a safe manner, there may be road, sidewalk, and trail access restrictions within the work zone. Parts of an existing trail connecting Tomlinson Park to 14th Avenue will be closed. Advisory signage will be placed.
Pre-Construction Inspection
Surveyors will survey to confirm location of existing infrastructure. This survey will be conducted within the City’s right of way.
On-Site Communication
There are times when contractors need to communicate with homeowners about what is happening on-site. This could be about pre-construction inspections, and site restoration work (landscaping). The contractor’s staff will be identifiable by their high-visibility company branded clothing.
Site Safety
Workers on site are responsible for the work assigned to them. If you have construction questions or an issue on site – ask to be directed to the site inspector. If the site inspector is unavailable, contact the individuals listed at the end of this notice.
Telephone and Internet Services
This work may affect phone and internet cables for individual properties that aren't buried deep below the sidewalk. The contractor will coordinate with utility companies to minimize disruption. Residents who find their service has been disrupted should contact the Contract Administrator and notify their phone or internet service provider.
Traffic Management
Road users should expect minor delays and increased traffic on nearby main and side streets. Motorists are reminded that bicycles and cars will be sharing the lane. When driving, please be mindful of vulnerable road users.
Restoration
The construction work area will be restored with sod, concrete and/or asphalt where required to its initial condition.
