The Study
The City of Markham has completed a Master Plan for a trail network through the Greenland corridors associated with the Rouge River and Beaver Creek in Markham Centre.
The Study Process
The Study was completed in accordance with Master Plan requirements of the Municipal Class Environmental Assessment (MCEA) process. The Master Plan identifies a preferred route for the trail network and outlines how it will be built through eight separate trail projects. Due to the varying size and complexity of each project, some projects are exempt from further study and will proceed to design and construction. More complex projects will require additional environmental assessment at a later date, prior to construction. Project 1, shown in the map below, was studied through a Schedule B Municipal Class Environmental Assessment process within the Master Plan. Two route configurations were considered as well as an option to do nothing. After an evaluation of the natural social, cultural and financial costs and benefits of each option, a preferred route was selected. The preferred trail route for Project 1 will include a trail connecting Apple Creek Blvd. with Highway 7 through the Rouge River valley. The trail will include two pedestrian bridges and an underpass below Highway 7.
Master Plan Report
The Master Plan report documents the study process, consultation efforts, and the recommended projects for the entire trail network. The report is available for a 30-day review period from February 27, 2024 to March 28, 2024. Project 1 - Schedule B MCEA
For Project 1, if concerns arise regarding potential adverse impacts to constitutionally protected Aboriginal and treaty rights, a request for an order requiring a higher level of study or conditions on those matters should be submitted in writing to the Minister of the Environment, Conservation and Parks and the Director of the Environmental Assessment Branch. Having the new trails inter-connect with the existing trail system is key. Roads and existing sidewalks are not a multi-use pathway and are certainly not a safer alternative like dedicated recreational trails. I look forward to a new scenic route along the Rouge River at some point and expect the new bridges to look beautiful like the others in use throughout the city’s natural spaces. Some of the proposed underpasses sound a little like overkill and I would not want complexity to delay project phases. My recommendation is to get the required EAs completed for all of master plan option 2 (including all relevant project phases 1-6) and get a solid trail functional East <> West. Then phase in any redundant / fragmented routes and lastly, underpasses where essential. It would also be nice to have target completion less than a decade away.
I couldn't make the meeting on Feb. 15th but am interested in what the plan is for the ravine behind Blackwell Court that runs from Apple Creek to Highway 7. I've lived on Blackwell Court for 38 years and we've been told the ravine is going to be connected to the rest of the walking paths but nothing has happened. I was at a meeting before Covid that showed a walking path was planned for this area. It would be nice for this area to finally be connected to "something". I moved here while in my 40's. Now I'm in my 70's and still waiting. Hope it's done before I'm too old to use it. :)
