York Region Approval of the Markham Road - Mount Joy Secondary Plan

On June 27, 2024, York Region issued a Notice of Decision for the Markham Road - Mount Joy Secondary Plan. The final date to appeal the decision was July 17, 2204.

A copy of the Notice of Decision is provided below.

Council Adoption of the Markham Road - Mount Joy Secondary Plan

On June 12, 2024, Markham Council adopted the Official Plan Amendment (OPA 53) to incorporate the Markham Road - Mount Joy Secondary Plan in the City of Markham Official Plan, 2014.

A copy of the Memorandum to Council and the adopted Secondary Plan is provided below.

Public Meeting Notice

You are invited to attend a Public Meeting to be held by the Development Services Committee of Markham to consider a City initiated Official Plan Amendment to incorporate a new secondary plan for the Markham Road - Mount Joy Local Corridor in the 2014 Official Plan.

Date: Tuesday, November 21, 2023

Time: 7 PM

Location: In-person in the Council Chambers at the Civic Centre, or remotely via Zoom.

All meetings are video and audio streamed on the City's website at: Markham.ca/eScribeMeetings

Purpose and Effect of the Proposed Amendment

The draft Official Plan Amendment will fulfill the requirement of Section 9.3.7.2 of the 2014 Official Plan, which provides direction to prepare a new secondary plan for the Markham Road - Mount Joy Local Corridor.

The draft Markham Road - Mount Joy Secondary Plan introduces a comprehensive policy framework to achieve the vision of a vibrant mixed use, transited oriented, complete community with nine new public parks and two new schools. The secondary plan area is planned to accommodate a minimum of approximately 33,000 residents and 6,000 jobs at build out.

Draft Markham Road - Mount Joy Secondary Plan

On June 26, 2023, the Markham Road - Mount Joy Secondary Plan Study Recommendations, and Draft Markham Road - Mount Joy Secondary Plan Policy Framework were received by the Development Services Committee (DSC) of Markham Council. DSC also authorized staff to schedule a statutory public meeting on the draft Markham Road - Mount Joy Secondary Plan policies in fall 2023.

What are we doing and why?

The City of Markham's Official Plan 2014 identifies the need for a new secondary plan for the Markham Road - Mount Joy local corridor. The area is imagined to become:

“a mixed-use local corridor that functions as a main street integrating a range of housing, employment, shopping and recreation opportunities, at transit-supportive densities adjacent to the GO station, to serve the adjacent communities of Berczy Village, Wismer Commons, Greensborough and Swan Lake.”

The Markham Road - Mount Joy Secondary Plan Study was started in November 2019 as a first step to preparing a new secondary plan. The Study will address land use and urban design, transportation, and municipal servicing to support the development of a sustainable and complete community.

The Secondary Plan area is located in the northeast portion of the City’s urban area and includes lands along both sides of Markham Road from 16th Avenue in the south to Major Mackenzie Drive East in the north, between the Stouffville GO rail line to the east and the westerly limit of properties fronting Markham Road to the west. The study area extends slightly beyond the Secondary Plan area as shown in the map to the left.
